An unusual fact that catches the attention of any informed observer of public procurement in Cameroon is that Cameroon has not contracted any debt to carry out this project.
The resources earmarked to finance this project come from the residual funds obtained in the implementation of the transport sector support project, phase I, with regard to the construction of the Batchenga-Ntui-Yoko-Lena-Tibati-Ngatt road, where an envelope of 34.4 million US dollars, 20.8 billion FCFA from the loan agreement of the Development Bank of the Central African States known as Banque de Développement des Etats de l’Afrique Centrale (BDEAC) in French, it is easy to understand the presence of its president, Dieudonné Evou Mekou, at the project launch ceremony.
There’s also the transit facilitation project on the Ketta-Djoum corridor, phase 2, which has raised US$4.9 million (CFAF 3.1 billion) from the BDEAC loan agreement, for a total of US$39.5 million (CFAF 23.9 billion) financed by BDEAC and additional resources mobilized by the State of Cameroon. These projects have made it possible to release resources both in awarding contracts and in optimizing technical choices.
The project itself
According to the presentation of the project made by the representative of the consortium in charge of the technical supervision of the project, the aim of this work is to double the length of Yaoundé’s northern ring road to 2×2 lanes, on the Olembe – Obala interchange section, over a length of 21.3 km; the construction of two simplified interchanges over 350m, between kilometre points 0+900 and 1+250 serving two major intersections including “Entrée champ de tir” and “Entrée Ministre”; the development of the main junctions: at kilometer point 2+350: Dispensary Nkozoa, at kilometre point 4 +950: Crossroads Soa and at kilometre point 11+500: Crossroads Nkoltima.
There are also plans to renovate the two-way automatic weighing station; build three footbridges; and upgrade related roads, including 05 km of surface-coated urban roads at Nkometou II and 08 km of departmental road on the Nkondibi-Etaka section.
Social issues will not be forgotten Socio-economic improvements are also planned, including the construction of a block of 02 classrooms at the Nkometou II technical high school, an integrated health center at Nkometou II, a block of 02 classrooms at the Etaka CETIC, 02 boreholes, 02 standpipes at Etaka and the construction of an integrated health center at Etaka.
The works, which will cost a total of 44.6 million US dollars (27 billion FCFA), are being carried out by Arab Contractors Cameroon LTD, selected after an international call for tenders. Technical supervision is being provided by the Cameroonian consulting firm Integc/Sinogeo/GE, whose services are valued at US$2.1 million (FCFA 1.3 billion incl. VAT). The project is co-financed by the government and BDEAC.
